Dr Clare Collins
Dr Clare Colins has run her own consultancy business since 2001 with a range of clients across the public and voluntary sectors including several Government Departments and regulators, and is a Senior Associate Consultant with Nosamat. She was also Principal Consultant at Shared Intelligence (Si), Health Research Director at Opinion Leader, and a Senior Researcher with the University of Central Lancashire Centre for Ethnicity and Health. Prior to becoming a consultant Clare was a Senior Civil Servant at the Ministry of Justice (then Lord Chancellor’s Department) where she led departmental implementation of the Human Rights Act, before going on secondment to the Depaul Trust where she evaluated their young offender projects and worked as an advice worker within Feltham YOI. Previously she worked as Information Officer for the Association of Community Health Councils England and Wales and for the Prisoners’ Wives Service.

Clare was a co-author of the Equality and Human Rights Commission’s 2015 report to Parliament ‘Is Britain Fairer?’. She has also undertaken several reviews and policy insight work for the Commission.
Undertook an evaluation of the British Heart Foundation’s investment in an innovative offender health interventions. Clare also led NHS England's health needs assessment on female serving and ex-serving armed forces personnel with experience of the criminal justice system.
Clare has worked with a number of Government Departments including Crown Prosecution Service, Department of Health, Foreign and Commonwealth Office, Government Equalities Office and Home Office.
